now just slow (was listen-on failing)

All the zones have been loaded up to:

Mar 10 19:58:45 mira named[457]: master zone "168.192.in-addr.arpa" (IN) loaded (serial 0)
Mar 10 20:00:15 mira named[457]: listening on [127.0.0.1].53 (lo)

Then it lists the addresses I told it to (on one listen-on statement, not
the multiple the documentations says but doesn't work).  So what is it
doing during those 90 seconds of no messages?
