Organizational control

Hello,
I had a couple questions
Can I safely assume that for gTLDs, any second level domain name
resolution would be outside a typical client's organizational control
(eg company.com)?

Is there a generic way to determine the organizational control boundary
for ccTLDs? For eg, in US (<entity-name>.<locality>.<state-code>.us),
any fourth level domain name would be outside <entity-name>'s control,
but this does not hold true for UK(third level being out of a
organization's control).
