Resolution Order - dns/files or files/dns?

Depends.  'files dns' can result in 20 minute startups for some machines if
they have no network connection available.  This can be unacceptable for
traveling boxes, or in disaster situations.  (We make sure that our hosts
files only have 2 entries:  localhost, and the local hostname.)
