let master DNS act as forwarder

Hi Gurus,

I am not sure what I need to do to resolve our crises here. Our internet
link from external DNS is been up and down quite often with the grace of our
almighty bell-atlantic. My DNS has an address of 64.x.x.x and our link of
64.x.x.x is always down. I also have another link on 166.x.x.x network, but
my DNS is not configured for that network.

What I wanna know is there some way that I can route my all the traffic from
DNS to other link (166.x.x.x). Do I have to configure something on my DNS to
send the traffic via 166.x.x.x router (I can NAT my DNS to 166 address).

Or can I just tell my DNS to act as a forwarder and forward all the traffic
that it gets to another DNS in 166 address??? although my DNS is master for
some of the zones.

Any help / suggestions will be appreciated.
