The user named is not allowed to create temporary files in the
directory where it stores a zone file for some slave zone. Either fix
the UID that runs the name server or sort the access permissions on
that directory. When the name server performs a zone transfer by
running named-xfer, it creates a temporary file to hold the incoming
resource records. The name of the directory for that temporary file
will come from the zone{} statement for the zone that had the failed
zone transfer.
