No. Well not in the BIND8 resolver anyway. The default timeout for
getting an answer is 5 seconds. So if the first listed name server in
resolv.conf doesn't answer, the second is queried after 5 seconds, and
so on. This can be changed by the timeout: keyword in resolv.conf.
