You must stop 'named' and restart it again.  With BIND 8 [or 4], there
is no other way to clear the cache.  The current preferred way is via
'nscd'; but you should do it however you feel most comfortable.  ;-)

ISTM that someone was talking about being able to clear cache in V9
without stopping the daemon and restarting it; but I don't remember
whether that was one of the design goals or an "it-would-be-nice-if".
