If your name servers were authoritative for 226.165.in-addr.arpa
(note it's dot, not dash, followed by "arpa"), they would be able
to.

Therefore, your name server is not authoritative for
226.165.in-addr.arpa, which is why other name servers
can't transfer that zone from it.
