Yup.

Sure.  Look at named's syslog output.  I just restarted my name
server and it logged (among other things):

Jul  6 09:43:49 huskymo named[13590]: Forwarding source address is
[0.0.0.0].1030

So I'd expect the named process to have a socket bound to port
1030 for sending queries.
