Root servers screwed (fwd)

I see.

The root servers are not supposed to be used for lookups, therefore
they do not do recursion.  The A server is either misconfigured or had
to look up "microsoft.com" for some reason of its own, earlier, and
still has the answer in its cache.  The B server returns a referral,
which is correct action for a root server.
