Records not getting updated

Are you sure you're really querying the secondary (slave) server?  Just
because you're running dig *on* the slave doesn't mean it's send the
queries to itself -- check its /etc/resolv.conf to see where it's sending
the queries.  TTLs should not change on a master or slave server, they're
only used by caching servers.

If you're querying the correct server and the TTLs are decreasing, then it
seems like you haven't actually configured it as a slave, or it's having
trouble transfering the zone.  Check its log file to see if it's getting
errors when it tries to transfer the zones.
