setting up "caching only name server"

I am trying to setup a 'caching only name server' on my Linux box.  I
followed the instructions in the
HOWTO (http://howto.tucows.com/LDP/HOWTO/DNS-HOWTO-3.html).  It doesn't
work.

Here is the /var/log/messages:

Operation not permitted

It is the last line that I believe will lead to some resolution to the
problem.  The reason for the 10.226.x.x is that I have aDSL and my
outside connection is that 10.226.x.x.  Any ideas what is wrong?
