Is there a hosting service that allows running DNS?

hi,
    related question is there some RFC and additional docs on creating such a 
service. am considering implementing such a animal. Standard DNS stuff tend to 
get by ok but this Dynamic DNS stuff as far as implementing looses me @ this 
point any ideas. thanks for any suggestions or advise..
