dial on demand and DNS

Hello all I have a general questions I have a dial on demand access to
the internet over ISDN. I have a general problem is
there an option for pppd not to initaite a connection if it is local,
because for some reason the links is initated when my widnows machines
send netbios broadcast messages to the server as well as udp packets
tring to contact my dns server, I am not sure if it is my DNS that is
poorly configured, and if it is what do I need to do or I am missing an
option in PPPD.  Again I am using
Debian 2.1 linux
