Have the people who run the primary DNS server for that domain update the
zone file accordingly, i.e. add an A record that points to your IP
address, or a CNAME that points to such an A record.

If you mean that you want to hijack a domain, this can technically be done
by setting up a zone for that domain. Of course this will not work for
hosts that use other name servers. There are also netiquette aspects
involved, and possibly legal ones as well.
