NDC and Users control

I would like NDC to be used by my users admin.
That way my remote scripts can be executed to
do a ndc restart and I would not have to use a root
account to do so.  My problem is that to succesfully
do this I had to change the group permissions of the
dir /var/run and change chgrp permissions of
/var/run/ndc

Then my admin account could successfully start and stop
named using NDC.  The problem is that if the machine
reboots for any reason, the permissions on /var/run/ndc
revert back to root for owner and group.  Even after changing
this I had to stop NAMED and then su - admin and start named
from the admin account for my scripts to work.

Any ideas?

I am running the latest version of bind 8 (patch 5)
and this is a stock Redhat 5.2 and Redhat 6.1 system
(same problem on all of them)
