Stealth dns and SOA record

I was wondering about a small detail in setting up an unpublished dns
primary.

In the SOA record:

@   IN SOA ns.domain  nic.domain (...)

Should the ns.domain entry be the published primary nameserver or the server
(unpublished primary) that the domain zone file is served from.
