When a nameserver gets a NOTIFY a for a zone it should perform the
actions associated with the refresh timer expiring for that zone. See

So, in essence, NOTIFY means 'expire the refresh timer now'. An expired
refresh timer causes BIND to query for the SOA record to see if the zone
has been updated.
