forwarder crashing and DNS not caching properly -Urgent help needed

I have service through Bellsouth.net and I am using 205.152.150.254 as my
forwarder. This server has been crashing all night long. My DNS server is at
216.77.168.1. When the forwarder goes down, nobody using 216.77.168.1 can
lookup anything. I fear that I have not set up caching right. I am new to
bind. I am running 8.2.2 I think on NT4/SP6
