Don't you get tired of characterizing IETF standards as something BIND
specific?

	How do I answer TCP queries? Why does tinydns answer only 
	UDP queries? 

	Answer: DNS-over-TCP is much slower than DNS-over-UDP ...

Unless, of course, the data is too large to fit in a 512 byte packet.
