What you probably want to do is to check the local cache first,  then
forward (in that order):

forwarders {IP1, IP2, IP3};
forward first;
recursion       YES;

Works for me.

You can set up whatever you want in master files, but in the absence of
being able to get a meaningful delegation for .biz from the Internet root
nameservers, every other server would have to have explicit knowledge about
how to resolve names in the domain, e.g. slave, stub or per-domain
forwarding.
