Not in the BIND distribution.  FTP, scp, rsync, et al. are used.

The problem is, unless you have an absolutely homogenous environment,
just because you add a new zone to one name server [which may or may
not have been a master or slave for other zones before], does not mean
that you make all of your other name servers slaves for that zone.  The
trick to doing this in the general case would be specifying which name
servers are "yours" [and how do they trust YOU?], and which of them
should have the new zone added to them.  Not done yet.
