NOTIFY is on by default in BIND8, so there's no need to explicitly
enable it unless it had previously been explicitly disabled. So NOTIFY
should "just work" without any special action. If it's not working,
that would tend to suggest there was some other problem. Maybe the
NOTIFY messages are going to the wrong server(s)? Maybe they're being
dropped somewhere? Maybe the zone's NS records are screwed up?

The original poster could do us all a favour and provide the *actual*
zone and named.conf files. The name server logs from the master server
after the zone is loaded would be useful too. That would tell us if
the NOTIFY messages are going out and being answered OK. Relevant logs
from the slave server would also help.
