[Q]When specifying primary DNS server in networksolutions.com?

My guess would be that you are trying to use a nameserver that is not in any
domains that are registered to you, at least from NSI, i.e., you are
trying to use a nameserver say ns.foo.com, and your domain is bar.com.

If ns.foo.com is not registered as a nameserver with NSI, you can't use this
as a nameserver unless one of the contacts for foo.com registers this as a
nameserver.

If this server is in bar.com, and you are a technical or administrative
contact for bar.com, you should be able to submit it.  Assuming you are
a valid contact for the domain in which the name server resides, you can
also create a new host record, and then change your domain record to point
to this server.
