DNS and Bind Recrusion page 30 (3rd edition)

Ok, then who sends all of the queries when options no-recursion is set?
I'm guessing no one sends the queries after the client resolver sends
the first one it's local nameserver.  Honestly, I really don't get this
from that paragraph.
