More issues with Upgrade from Bind 4.9.7 to Bind 8.2.2 on Windows NT

Yes, I have checked this and find no errors. It loads all my zones. The
problem is happening when you make requests to the name server for any zone
at all, local or out side of our servers. It will work for a bit and then
just seem to quit resolving names and then start back up again.

Did you check the zoneload records. I have found this when I had an error in
the db file it then does not load the zone and the zoneload log will tell
you the exact line the error is on
