Configuration question of caching only name servers

Are the servers that you listed in the root cache file actually configured
as root servers?  I.e. do they have:

primary . filename

in their named.boot files?  BIND expects the servers listed in the cache
file to be real root servers.

If this isn't the problem, you're going to have to be more descriptive
about how it's failing than just "it doesn't work so far."  What error
messages are you getting, what log messages are these servers producing,
etc.
