BIND 8.2.2 (T7B; RC1): install won't go to destination

While trying out bind-8.2.2-t7b, I encounter yet again the same error
as before with 8.2.1. The destination address is specified in DST=
but the install process still tries to install in /usr.
How can I fix this?
The output from install ends with:
make[2]: Entering directory `/home/root/src/bind-8.2.2/default.tmp/src/bin/named-bootconf'
install -c -m 755 named-bootconf /usr/sbin/named-bootconf
install: cannot create regular file `/usr/sbin/named-bootconf': Read-only file system
make[2]: *** [install] Error 1
make[2]: Leaving directory `/home/root/src/bind-8.2.2/default.tmp/src/bin/named-bootconf'
make[1]: *** [install] Error 2
make[1]: Leaving directory `/home/root/src/bind-8.2.2/default.tmp/src/bin'
make: *** [install] Error 2
For a full log of the entire compile, script driven:

Yes, the /usr filesystem is read-only to protect it until a final install
is to be done.
