Microsoft DNS - Zone Transfers

I'm running a primary and secondary DNS servers (MS ... I know ...).  I 
quasi-manually (not using DNS Manager) update my zone files.  When I update 
the files in this manner and stop/start the DNS service, the updated files do 
not transfer to the secondary.

Obviously, when I update through DNS manager, the zones files transfer.

Anyone know of a way "force" a zone transfers?
