loss of useful qserial_answer log message between 8.2 and 8.2.1

  Wondering if the warning:
    Zone \"%s\" (class %d) SOA serial# (%u) rcvd from [%s] is < ours (%u)
could be re-implemented.  It is somewhat confusing to see:
    Err/TO getting serial# for \"%s\"
for this case.
  Any aversion to re-implementing this or accepting a patch
to do so?  In looking at the code, it doesn't appear trivial
to arrange for this and eliminate the "Err/TO" message for
this case.
