A stub server is not authoritative for the zone, so it shouldn't respond to
zone transfer requests.  A stub server is authoritative for the parent
zone, and stub tells it to get the delegation records for the child zone
from the child's master server.  But it's missing the rest of the zone's
contents, so a zone transfer would be incomplete.
