AIX 4.3.2 primary dns linux secondary dns

I am trying to get rid of an IBM machine using
AIX 4.3.2 which is doing dns for us. I'd like to move to a linux box
(5.0). I presently have the
linux box configured as slave and the ibm as
primary.  If I query the linux box it appears to
answer. But when the ibm machine goes down the linux box does not answer
queries.  Any hints?
