why need cache if has forward-only

Try /sbin and /usr/sbin, if they exist.  Otherwise, /etc and /usr/etc.

Or you may be running a pre-'ndc' version of BIND.  A
	kill -INT `cat /etc/named.pid`
should produce this result for old and current versions of BIND.
