Your server was processing a query for 255.24.69.216.in-addr.arpa. When
looking up the nameservers to forward it to, it noticed that its own
address was listed among them. That's obviously a mistake; if it were
configured as a server for the 24.69.216.in-addr.arpa domain then it
wouldn't be trying to forward the query.

According to the ARIN WHOIS server, FIREFLY.STATE.KY.US should be
authoritative for this block:

Kentucky Community and Technical College System (NETBLK-KCTCS-NET)

   Frankfort, KY 40601
   US

   Netname: KCTCS-NET
