Using Stub directive and getting ERR/TO

Hi All

Hope someone can help with the ERR/TO msg?

The following is from the log..  I am trying to use the stub directive to
retrieve info about the domain somewhere.else.com.....

secondary zone "0.0.127.in-addr-arpa" rejected due
 to errors (serial 1)
Jun 21 08:38:58 named[16934]: cache zone "" loaded (serial 0)
Jun 21 08:38:58 named[16935]: Ready to answer queries.
Jun 21 08:39:02 named[16935]: Err/TO getting serial# for
"somewhere.else.com"
Jun 21 08:39:02 named[16935]: Err/TO getting serial# for
"0.0.127.in-addr-arpa"    
Jun 21 08:40:17 named-xfer[16937]: connect(160.211.114.16) for zone
somewhere.else.com failed: Connection timed out

The named.boot looks like...

directory /etc/inet
secondary mydomain.com                     150.116.163.116 db.mydomain
secondary 76.101.150.in-addr.arpa       150.116.163.116 db.150.101.76
secondary 163.116.150.in-addr.arpa      150.116.163.16 db.150.116.163

stub somewhere.else.com        160.211.114.16
cache   .                               db.cache


Do I need to add the somewhere.else.com server as an NS record anywhere....
I didn't think stub required to do 
a complete zone transfer but just got relevant info regarding the local
domain...
I will check I have access to port 53.....  But no one is available at the
other end at the moment....
