Urgent : # TTL in SOA and IN A records

Hi,

I read in DNS and BIND that it's possible to have a TTL value in the
SOA record, and another TTL on a IN A record. It also explains that if
the TTL record value in the SOA is higher than this one in the IN A
record, this last value is chosen by the DNS.

So, in my configuration the TTL value in the SOA is 48 hours and in the
IN A record is 3600 seconds. When I restart named, the TTL value for
this IN A record is 48 hours !!!!

What's the matter  ???
