Problem with installing BIND 8.2 on HPUX 10.20

Somesing strange - compiling is successfull but when i try to

make install

the next errors take place:

/root/bind/bind-8.2-src/src/bin/dnskeygen
        install  -c  -m 755 dnskeygen /usr/sbin/dnskeygen
install: The -c, -f, -n options each require a directory following!
*** Error exit code 2

Stop.
/root/bind/bind-8.2-src/src/bin/named-bootconf
        install -c -m 755 named-bootconf /usr/sbin/named-bootconf
install: The -c, -f, -n options each require a directory following!
*** Error exit code 2

As I can see there should be INSTALL_EXEC var right after -c key
in "install" statement but all Makefiles have empty setting for this
symbol:

INSTALL_EXEC=

What's wrong?
