Connecting two Separate Domains

Hi

What I am trying to do is connect two separate domains together and do a
zone transfer between them....

Basically I have one domain called andy.com and one called fred.com they are
both connected via a vpn 
link one in the uk and one in the states.....

I have tried using the stub directive but when initializing the named
process it comes up with a serial error for eg. fred.com... 

Jun 29 15:06:22 named[19230]: Err/TO getting serial# for
"flintstone.fred.com"

This I have been told is probably due to the DNS boxes being two separate
domains. I do have full access to the fred.com...

Is the only way to do this is make/create a secondary DNS server for each
domain and do the zone transfer like that...
