RFCs 1034 and 1035 specify DNS (they're modified by a whole heap of others -
see below).  I think you'll find this paragraph in both 1034 and 1035; 1123
relaxes this a bit to allow host/domain parts beginning with a digit:

"The labels must follow the rules for ARPANET host names.  They must
 start with a letter, end with a letter or digit, and have as interior
 characters only letters, digits, and hyphen.  There are also some
 restrictions on the length.  Labels must be 63 characters or less."
