Forwarding "all-other" zones

If by "this" you mean forwarding or "noforwarding" an authoritative zone,
then yes, it works fine for me with 8.2.1.  One wrinkle is that it doesn't
work with internal root setups yet, due to a problem with sysqueries being
sent to the forwarders.
