No. Definitely not. However it is normal for BIND8 name servers to use
a random, non-privileged port for *sending* queries to other name
servers. In fact, this is the default behaviour in BIND8. This can be
overridden with an query-source clause in the options{} statement.
Perhaps you've mistaken this socket as one that is used for
listening for queries?

If a name server did listen for incoming queries on some random UDP
port, how would anything know which port number a name server was
using so that queries could be sent to it?
