Fake TLD's in the hint file

I don't understand.  If I have a fake TLD - say, "local" - and I want to
have DNS records that point to www.local, ns.local, my.greataunt.local,
then how can I do this without putting the zone "local" in my DNS?

I suspect some misunderstanding here.
