Deleting interfaces

I am having a problem with named occasionally not responding to queries
after a complete kill, then restart of the service. The named process
shows to be running, but this is what the error logs say:

[0.0.0.0].9812
Dec 10 18:00:01 5D:hermes named[62920]: Ready to answer queries.

Obviously, if named is not listening to any interfaces, it cannot receive
queries. What I would like to know is why this happens, and how to stop it
from happening, short of not killing the process completely ever. This
does not happen everytime the process is killed.
