If you have the port open for DNS, then you can use 'telnet' to connect
to it.  Some programs test for 'telnet' and reject it.  But 'named' does
not.  Why should it?  ;-)

If you are asking whether one can use the 'telnet' program to port 53 to
get a login prompt; then the answer is that you can if you have 'inetd'
catch port 53 and issue a 'telnetd'; otherwise, if you're running
'named' on that port, then no.
