It probably doesn't.  But consider that you can put a zone on a server,
and usually do put it on, before you tell the parent to delegate it.
Many people check that the server is running properly before deletating,
thus server must be able to answer queries.

As long as the queries are sent to your nameserver it will answer them.
It would be very inconvenient for this not to be true.
