You can download it from http://www.isc.org/products/BIND/bind8.html
You need to extract the source package and then go to src/port/winnt and
compile it from there.

Sorry, I have no idea. I am switching from 4.9.7/NT to 8.2.2/Linux.

I read a pointer to a binary on this list a while ago, so you might want to
check the archives or dejanews.
