The 22-4.10.in-addr.arpa zone should have the ptr records, but you would
also need the 4.10.in-addr.arpa zone to contain CNAME records to
"delegate" the entries for the subzone. 

Like:

1.22.4.10.in-addr.arpa. in cname 1.22.22-4.10.in-addr.arpa.
1.23.5.10.in-addr.arpa. in cname 1.23.22-4.10.in-addr.arpa.

RFC 2317 takes 2 zone files to handle the PTR records and CNAMES
