man pages install

I realise this is an old question, but I did the deja news search and
can't find an answer that I get.  I'm trying to install man pages on an
alpha running du 4.0d.  I have groff installed.  what do I do with the
doc/man directory?  make all does nothing, make install just errors out.
Please help.
