Failing Forwarders

I'm using the forwarders directive under 
4.9.7, and it works--for the first forwarder
in the list.  nslookup's using the other
ipaddresses in the forwarders list work, 
that is, 'nslookup $domain $forwarder, but for
some reason only the first forwarder in the list
is queried by the nameserver on queries to the
local nameserver with forwarding configured into it.

Does anyone have any ideas why this might be 
happening?
