error in log:

/usr/sbin/kea-dhcp4: undefined symbol: _ZN3isc4dhcp13MySqlLeaseMgr12getDBVersionB5cxx11Ev (demangeled => misc::dhcp::MySqlLeaseMgr::getDBVersion[abi:cxx11]() )
